2018年6月21日,第7回減災連携研究センターシンポジウム「濃尾平野の広大な海抜ゼロメートル地帯における防災・減災を考える!」が開催されました。

平山准教授は,シンポジウムの第1部「海抜ゼロメートル地帯におけるハザード」において,「環境災害~化学物質流出,災害廃棄物による二次被害」と題した話題提供を行いました。ここでは,庄内川17.2K,高潮災害時における災害廃棄物量が140万トン以上となること,長期潅水では1,400万トンとなりうること,を示しました。また,環境衛生の確保,毒物劇物,家庭用化学物質の流出,自動車製品や船舶の被災,地層地質由来のヒ素,伊勢湾のヘドロ由来による重金属汚染など,環境災害となりうることを指摘しました。
The 7th symposium of Disaster Mitigation Research Center entitled ‘Disaster prevention in the extensive zero meters above sea level area of Noubi Plain’ was held on 21th June, 2018.
Assoc. Prof. Hirayama provided a topic on ‘Environmental hazard and disaster – chemical substance and disaster debris –’ in the first session of this symposium. In this presentation, the amount of disaster debris caused by flooding disaster on Shonai River 17.2K was estimated as 1.4million tons, and the amount of disaster debris by high flood tide damage in Ise bay was estimated as 1.4 million tons. In a case of the long-term inundation as 3-4 months, the quantity of disaster debris could be with 14 million tons.
In addition, it was pointed out the environmental disaster would be occured after flooding and/or high flood tide disaster, for example, difficulty of the securing of environmental sanitation, the outflow of toxicant and home chemical substance, suffering of automobile products, ships and vessels, the pollution of arsenic from the geological formation-resistivity factor, heavy metal pollution with the organic soft soil of Ise bay.
